इसके बाद पांचवीं पंचर्षीय योजना. लेकिन 1974 में शुरू हुई इस योजना को मोरारजी देसाई के नेतृत्व वाली जनता पार्टी सरकार ने तय अवधि से एक साल पहले ही यानी 1978 में खत्म कर दिया. इसकी जगह छह साल की अनवरत योजना (रोलिंग प्लान) की शुरूआत की गई थी. लेकिन, 1980 में सत्ता में वापसी करने के बाद तत्कालीन प्रधानमंत्री इंदिरा गांधी ने इसे रद्द कर दिया और पंचवर्षीय योजना का टूटा सिलसिला फिर शुरू हो गया.
