अल्पसंख्यक मंत्रालय इसलिए बनाया गया है कि बहुसंख्यक लोग अल्पसंख्यकों पर हावी न हों, अगर ऐसा हुआ तो भारत की धर्मनिरपेक्षता पर सवाल उठेंगे।
