करीब आठ वर्ष पहले तत्कालीन अटल बिहारी बाजपेई सरकार ने देश की बढ़ती हुयी जनसंख्या को एक गंभीर समस्या मानते हुए एक संकल्प (resolution) पारित किया था । उस संकल्प के शब्द (अंग्रेजी में) ये थेः

RESOLUTION:
(Yojana Bhawan, Sansad Marg, New Delhi, 11th May, 2000)India was the first country to recognise that population stabilisation is an essential prerequisite for sustainable development and formulated a National Family Planning Programme in 1952. During the next two decades, the country will have to face the challenge and utilise the opportunity provided by the current phase of demographic transition to rapidly achieve both population stabalisation and sustainable achievement in human development. There is an urgent need for planners, programme implementors and the people themselves to expedite this process by focusing on promoting synergy between demographic, educational, environmental and developmental programmes in order to achieve this goal. To provide overall guidance to this national effort, the Government of India has decided to constitute a NATIONAL COMMISSION ON POPULATION, as under, with immediate effect …

तब संकल्प के अनुसार ‘राष्ट्रीय जनसंख्या आयोग’ अस्तित्व में आया था, जिसके कुल सदस्यों की संख्या सौ के आसपास थी ।

आयोग के अध्यक्ष प्रधानमंत्री, उपाध्याक्ष योजना आयोग के अध्यक्ष (पद से) और सदस्य-सचिव योजना आयोग की श्रीमती कृष्णा सिंह (नाम से) नियत किये गये थे । इनके अतिरिक्त उस समय आयोग के संगठन में 84 सदस्य नामित किये गये थे, जिनमें कुछ केंद्रीय मंत्री, कुछ स्वयंसेवी संस्थाओं के प्रमुख, और कुछ व्यावसायिक तथा सूचना माध्यम से जुड़ी संस्थाओं के प्रतिनिधि शामिल थे । इससे अतिरिक्त सचिव स्तर के कुछ अधिकारियों को स्थायी आमंत्रित सदस्य के तौर पर संगठन में रखा गया था ।

जानने और मनन करने योग्य तथ्य यह है कि आरंभ के दो-एक सालों तक आयोग की बैठकें आदि होती रहीं । किंतु कालांतर में सब कुछ ठंडा पड़ गया । दिलचस्प तो यह है कि भारी-भरकम आकार वाले सदस्यमंडल में सभी ऐसी नींद में चले गये कि किसी को याद भी नहीं रहा कि जनसंख्या आयोग जैसी कोई संस्था भी देश में है और वे उसके ‘माननीय’ सदस्य हैं । सदस्य बने, सम्मान मिला, और बात वहीं समाप्त !
