बजट घाटे की यह अवधारणा कुल प्राप्तियों तथा कुल व्यय पर आधारित है। जब कुल बजट प्राप्तियों से कुल बजट व्यय अधिक होती है बजटीय घाटा कहलाता है। जिसे सत्रू के रूप में इस प्रकार व्यक्त किया जा सकता है-
सूत्र -
BD = TBE – TBR
BD = बजटीय घाटा
TBE = कुल बजट व्यय
TBR = कुल बजट प्राप्तियां
